ICC 500: Storm Shelter Standards
Design and construction standards for storm shelters and safe rooms
Last updated: September 21, 2025
Overview
ICC 500 provides minimum design and construction requirements for storm shelters built to protect occupants from tornadoes and hurricanes. The standard covers both residential and community storm shelters.
These shelters are designed to provide near-absolute protection from extreme wind events, including EF5 tornadoes with wind speeds up to 250 mph and Category 5 hurricanes.
Key Requirements
- Structural systems designed for 250 mph wind speeds (tornado shelters)
- Impact-resistant walls, roof, and openings
- Protected ventilation systems
- Emergency lighting and communication systems
- Minimum occupancy duration requirements (2 hours tornado, 24 hours hurricane)
Design Considerations
Wind Load Requirements
Design for 250 mph wind speeds for tornado shelters
Impact Resistance
Protection from wind-borne debris impact
Occupancy Duration
2 hours for tornadoes, 24 hours for hurricanes
