Roof Access & Ladder Safety

Getting on and off a roof safely is a fall-protection problem, and OSHA treats the hatch opening itself as a hole that has to be guarded. This collection covers the hardware at the roofline: roof hatches, the safety railings and gates that guard the opening once it is cut, and the ladder safety posts that give a climber something to hold at the transition. All of it is made in the USA by JL Industries / Activar.

What OSHA asks for at the opening

Under 29 CFR 1910.28(b)(3)(iv), an employee has to be protected from falling into a ladderway hole by a guardrail system with toeboards on the exposed sides, and the entrance to the hole needs a self-closing gate or an offset. The guardrail criteria themselves live in 1910.29. That is the general-industry rule that applies once the building is in service; work performed during construction falls under the separate 1926.501 regime instead. A hatch railing kit is the packaged answer to the first one, and the JL railings ship with a self-closing, self-latching gate. Confirm the specifics of your installation with your AHJ.

Compression-mount or bolt-on railing

Both railing styles guard the same opening, both ship with a self-closing, self-latching gate, and neither penetrates the hatch curb: they mount to the curb counterflashing, so the roof membrane stays intact. The difference is fit. The compression-mount RSHWC adjusts in width, length and height and is made for retrofitting an existing hatch, including hatches from other manufacturers. The bolt-on RSHWB is fixed size, costs less, and suits a new installation. Railings are sized to the hatch, so order the size that matches your hatch rather than the roof opening.

The ladder-to-roof transition

Stepping off the top of a fixed ladder at the roofline is the most exposed moment of the climb. A ladder safety post mounts at the roof hatch and gives the climber a continuous handhold through the transition, then folds or telescopes out of the way. It is a separate problem from guarding the opening, and a hatch on a fixed ladder usually wants both.
