NFPA 1126: Pyrotechnics Before a Proximate Audience
The standard behind indoor and close-proximity pyrotechnic effects: what makes an audience proximate, and the four fire extinguishers it adds on top of NFPA 10

Overview
NFPA 1126, Standard for the Use of Pyrotechnics Before a Proximate Audience, governs pyrotechnic special effects fired close to people: theaters, arenas, concert halls, casinos, theme parks, and touring productions. It is the document that applies when the audience is nearer to the devices than a fireworks display would allow. NFPA describes it as covering the safe use of pyrotechnic special effects at both indoor and outdoor locations, in conjunction with theatrical, musical, or similar performing arts productions.
The current edition is 2026, with the next edition scheduled for 2031. The document is active and stands on its own: it has not been consolidated into another standard and has no successor designation. It is maintained by NFPA's Technical Committee on Special Effects, the same committee that maintains NFPA 160 for flame effects. That shared ownership is why the two documents impose the same fire extinguisher requirement.
Scope limit worth knowing. NFPA 1126 is a fire and life safety standard, not a health standard. A 2024 public comment asked the committee to add language alerting users that the document does not address health hazards from pyrotechnic smoke and combustion byproducts. The committee rejected it, stating that the scope of the committee and the document is specific to fire and life safety hazards and has no scope over health hazards. Respiratory and byproduct exposure is handled elsewhere.
Which Standard Applies: 1123, 1126, or 160
This is where most confusion starts, and it is worth getting right before reading anything else. Three NFPA documents cover effects in front of people, and they are deliberately different from each other.
The official scope of NFPA 1126 reads: “This standard shall provide requirements for the protection of property, operators, performers, support personnel, and the viewing audiences where pyrotechnic effects are used indoors or outdoors with a proximate audience.” Note that it is not an indoor standard. Outdoor shows fall under it too, whenever the audience is proximate.

There is no fixed distance that makes an audience “proximate.” NFPA defines a proximate audience as “an audience closer to pyrotechnic devices than permitted by NFPA 1123.” That is a reference, not a number, and the distance NFPA 1123 permits is itself a function of device size. So the trigger moves with the devices you are firing. Any source that tells you proximate means “within X feet” has flattened a relative definition into an absolute one.
The model International Fire Code takes the same view rather than setting its own. IFC Section 5608.1 states that outdoor fireworks displays, use of pyrotechnics before a proximate audience, and pyrotechnic special effects in motion picture, television, theatrical, and group entertainment productions shall comply with Sections 5608.2 through 5608.10 and NFPA 1123 or NFPA 1126. Section 5608.2.2 adds that where the separation distances required by NFPA 1123 are unavailable or cannot be secured, displays shall be conducted in accordance with NFPA 1126 for proximate audiences.
The Four Extinguishers NFPA 1126 Requires
Unlike NFPA 1123, this standard does not leave extinguishers to the discretion of the authority having jurisdiction. Section 8.1.1.1 names type, rating, and quantity. As revised for the 2026 edition, it reads:
“The following shall be provided in addition to those extinguishers required by NFPA 10 for the building:
(1) Two pressurized water extinguishers, each with a minimum rating of 2-A
(2) Two extinguishers, each with a minimum rating of 10-B:C; or two extinguishers that can extinguish the fuel source being used; or extinguishing agents that can extinguish the fuel source being used”
Three things in that clause are commonly missed. The first is “in addition to”. These four are not the building's extinguishers pressed into service for the show. They are additional units, on top of whatever NFPA 10 already requires for the venue.
The second is that the standard now speaks in ratings, not classes. The committee changed “Class 2-A” and “Class 10-BC” to minimum ratings, explaining that “a minimum rating is required in order to make the requirement enforceable as they can exceed the requirement.” A unit rated above the minimum satisfies it. The third is the alternative added to option (2). The 2026 edition allows extinguishers or extinguishing agents matched to the fuel actually in use, instead of a 10-B:C rating in every case. The committee gave the example that dry sand is an appropriate extinguishing agent for combustible metals. For cold spark and metal-based effects, that is a meaningful loosening, and it means a Class D extinguisher is not the only compliant answer under the current edition.
Local requirements can differ, and some are lower. Denver asks for at least one 2A:10BC portable fire extinguisher, serviced within the last year, present for all pyrotechnics, and separately requires a Class D extinguisher for cold spark machines. Portland requires a minimum of one 2A-10BC or 2A rated extinguisher within 50 feet of the point where effects are performed, as determined by the inspector. A local condition sits alongside the adopted standard rather than replacing it, so read both and confirm with the AHJ. Note also that Denver treats a missing or out of date service tag as a permit-blocking item.
Permits and Operator Qualification
NFPA 1126 does not issue or define a certification of its own. It sets minimum criteria and pushes licensing to the authority having jurisdiction, which is why proximate pyrotechnic licensing looks different in every state. Nevada, for example, licenses pyrotechnic operators through its own administrative code separately from adopting the standard.
What a permit application actually asks for is more consistent than the licensing. Ohio's fire code requires, for an indoor exhibition, a diagram including “the interior of the structure to be used for the exhibition and the layout of all devices to be used at the exhibition,” “a description of the direction the devices shall be fired and the fallout radius for each device,” and “the lines behind which the audience shall be restrained,” along with certifications that set, scenery, and rigging materials are treated with appropriate flame retardant. Minnesota's indoor fireworks permit asks for the same substance: the point at which devices are fired, the fallout radius for each device, the audience restraint lines, the point of on-site assembly, the manner and place of storage, and a safety data sheet for the pyrotechnic materials.
In practice the permit package is the fallout radius drawing. Separation minimums themselves are set by the adopted edition of the standard and by the AHJ, so confirm the specific numbers against the edition your jurisdiction has adopted rather than against a secondary source.
Fire Watch and Detection Bypass
Indoor pyrotechnics set off smoke detectors, so the question of bypassing detection comes up on nearly every show. Bypass is permitted conditionally and is never automatic. For temporarily installed effects, portions of fire detection and life safety systems may be interrupted only when all three of the following are met:
- Approval by the authority having jurisdiction
- Approval by the building owner or the owner’s agent
- Presence of an approved fire watch capable of directing the operation of all fire detection and life safety systems installed in the building
Systems must be returned to normal operating condition once the likelihood of false alarms from the pyrotechnics has passed. For permanently installed effects the allowance is narrower still. Who staffs the watch varies widely by jurisdiction. Clark County requires the individuals stationed in the fire control room to be knowledgeable in all aspects of the fire protection, smoke control systems, and fire alarm panels, and for temporary displays requires a 24-hour security detail once pyrotechnics are delivered on site. Las Vegas requires contracted dedicated fire watch staff during storage and its own fire prevention personnel present at displays. Denver requires a safety pyrotechnic regulator from the fire department to be present during the event. Indiana requires the fire watch to be staffed by firefighters certified by its Board of Firefighting Personnel Standards and Education.
The watch does not end when the last effect fires. NFPA 1126 requires personnel with a working knowledge of the applicable fire extinguishers to be present while pyrotechnics are being handled, used, and removed. Load-out is inside the requirement. Adoption by State, and Why the Edition Matters
The current edition is 2026, but almost nobody enforces it yet. Adopted editions found in state rules span roughly twenty years, which means a compliance statement written against one edition can be wrong in several states. The table below shows adopting instruments and the edition each names.

Adopting a standard is not the same as enforcing it as written. Indiana is the clearest example. It adopts the 2001 edition but deletes entire chapters and appendices, redefines proximate audience in its own words, sets operator age at 21, sets an insurance figure, and requires fire watch by state-certified firefighters. Read the adopting rule, not just the standard it names.

Water extinguishers have a temperature floor. NFPA 10 bars installing water-type extinguishers where temperatures fall outside 40°F to 120°F. For an outdoor proximate-audience show in cold weather, or storage in an unheated space between dates, that limit applies to the two pressurized water units this standard requires. NFPA 1123 covers outdoor fireworks displays and is written by the Technical Committee on Pyrotechnics. NFPA 1126 covers pyrotechnics before a proximate audience, indoors or outdoors, and NFPA 160 covers flame effects before an audience. Both of those are written by the Technical Committee on Special Effects, which is why they share the same four-extinguisher requirement while NFPA 1123 does not have one.
What edition of NFPA 1126 applies to my show?
Whichever edition your state or local authority has adopted, which is often not the current one. The current edition is 2026, but adopted editions found in state rules range from 2001 in Florida to 2021 in Maine and Connecticut. Some states also amend heavily. Indiana adopts the 2001 edition but deletes several chapters and appendices and substitutes its own operator age, insurance, and fire watch rules. Always check the adopting rule, not just the standard.
Can fire detection systems be turned off during a pyrotechnic effect?
Only conditionally, and never as a matter of course. Interrupting fire detection and life safety systems for a temporarily installed effect requires approval by the authority having jurisdiction, approval by the building owner or the owner’s agent, and the presence of an approved fire watch capable of directing those systems. Does the International Fire Code specify extinguishers for indoor pyrotechnics?
No. IFC Section 5608 covers outdoor fireworks displays and pyrotechnics before a proximate audience, and it points to NFPA 1123 or NFPA 1126 rather than setting its own extinguisher type, rating, or count. It leaves standby personnel and equipment to the fire code official. The extinguisher numbers come from NFPA 1126 and from local permit conditions.
