NFPA 160: Flame Effects Before an Audience

What separates a flame effect from pyrotechnics, the four extinguishers the standard adds on top of NFPA 10, and why the prescribed agents are water and dry chemical

Overview

NFPA 160, Standard for the Use of Flame Effects Before an Audience, governs deliberate combustion effects performed for people: the fire columns at a concert, a flame bar on a theatrical set, effects at theme parks and touring productions. Its stated scope is short and worth reading in full: “This standard shall provide requirements for the protection of the audience, support personnel, performers, the operator, assistants, and property where flame effects are used.”

The current edition is 2026, issued in April 2025 as a consent standard with no NITMAMs received. The document is active and standalone: it has not been consolidated into another standard and has no successor designation. It is maintained by NFPA's Technical Committee on Special Effects, the same committee behind NFPA 1126, and the two are processed together at the same committee meetings. That is why their fire protection provisions match.

Fire and life safety only. A 2024 public comment asked the committee to extend the scope toward the health hazards of combustion byproducts. It was rejected, with the resolution stating that the scope of the committee and document is specific to fire and life safety hazards and has no scope over health hazards. Smoke inhalation and byproduct exposure at a venue are governed elsewhere.

What Counts as a Flame Effect

The useful way to draw the line is by what the standard excludes. Section 1.3.3 lists what NFPA 160 does not apply to, and it is the clearest statement of where flame effects end and pyrotechnics begin:

  • Flame effects produced solely by pyrotechnic special effects devices or pyrotechnic material
  • Use of pyrotechnic special effects
  • Storage of flammable solids, liquids, and gases not to be used to create flame effects
  • Nitrocellulose-based flame projectors
  • Manufacture, off-site storage, and transportation of the materials and equipment used to produce flame effects
  • Use of flame effects in fire training, except where there is an audience that is not part of the training
  • Traditional nontheatrical public display of flames: lighted candles in restaurants or religious services, fireplaces in areas open to the public, and restaurant cooking visible to patrons
  • Use of consumer fireworks by the public, and use of motor vehicles in races or sanctioned competitive sporting events

Read the first two items together and the boundary is clean. If the effect burns fuel, NFPA 160 applies. If it consumes pyrotechnic material, it belongs to NFPA 1126 when the audience is proximate, or to NFPA 1123 when it is a fireworks display. A production running both kinds of effect is under both documents at once, which is less burdensome than it sounds because their fire protection requirements are identical.

The Four Extinguishers NFPA 160 Requires

The requirement lives in Chapter 16, Fire Protection Provisions, renumbered from Chapter 11 in the 2021 reorganization. Section 16.3.2.1 reads:

“The following shall be provided, in addition to those required by NFPA 10, for the building:
(1) Two pressurized water extinguishers, each with a minimum rating of 2-A
(2) Two extinguishers, each with a minimum rating of 10-B:C, or two extinguishers appropriate to the fuel source being used”

The phrase that matters most is “in addition to”. These four units are additional to the venue's NFPA 10 complement, not drawn from it. Those ratings come from the UL 711 test series. The committee explained its own change from classes to ratings this way: “A minimum rating is required in order to make the requirement enforceable as they can exceed the requirement. Class is changed to rating to comply with the industry standard. Additionally the requirement is to require additional fire protection in addition to those existing systems in the building.”

Option (2) permits units matched to the fuel actually in use rather than a 10-B:C rating in every case, which matters because flame effects run on a range of fuels. Match the second pair to what is actually burning on your rig, which for most liquid and gas fuels means a Class B fire extinguisher.

Which Agent, and Why Not CO2

Productions often assume a clean agent or CO2 unit is the sophisticated choice for a stage. The codes do not say that. Across state adoptions and municipal permit conditions, the agents actually prescribed for flame effects are pressurized water and dry chemical, which is exactly what Section 16.3.2.1 names.

No jurisdiction reviewed requires a clean agent extinguisher. One authority names CO2 at all. New York City's fire department study material for its special effects certificate of fitness says that at least two portable extinguishers of the proper classification and size for the hazard must be readily accessible, that CO2 and water extinguishers are often used, and that the safety data sheet for the product in use should settle the choice. That is permissive language. The one place it becomes mandatory is vehicle effects, where the same material says to always have two CO2 extinguishers on site. For an ordinary stage flame effect, water and dry chemical are the specified answer.

Fuel handling is the other half of the picture, and it comes from a different document. Where an effect burns liquefied petroleum gas, the container, storage, and handling rules come from NFPA 58. NFPA 160 governs the effect and the audience; the LP-Gas code governs the fuel supply feeding it.

How It Gets Enforced

Flame effects are rarely enforced through the fire code chapter people expect. Chapter 56 of the International Fire Code covers explosives and fireworks, and it is where pyrotechnics live. Flame effects are generally handled instead under the open flame provisions of Chapter 3, together with an operational permit. That is why the section numbers a fire marshal cites for a flame effect at a venue often look nothing like the ones cited for pyrotechnics at the same venue on the same night.

Practically, the permit is where the requirements bite. Municipal special-events and open-flame permit packages typically ask for a plot plan, fuel information, operator credentials, and in many cases a demonstration or rehearsal witnessed by the authority having jurisdiction, alongside standby personnel whose cost is often borne by the producer. Where that standby role is a fire watch, the staffing and documentation rules are the same ones used elsewhere. Confirm what your AHJ requires early, because a rehearsal requirement changes the production schedule rather than just the paperwork.

One thing to be careful citing. A proposed Chapter 18 on flame effect mines, with its own separation distance tables, appears in committee meeting material for the 2026 cycle. It is a proposal. Do not treat Chapter 18 or its numbers as part of NFPA 160 unless you have confirmed it in the issued edition.

Adoption by State

The current edition is 2026, but adopted editions in state rules run about fifteen years behind at the far end. A clause cited from the current edition may not be the clause your inspector is enforcing.

Water extinguishers have a temperature floor. NFPA 10 bars installing water-type extinguishers where temperatures fall outside 40°F to 120°F.
