The JL Industries RSHWB is a safety railing that guards the opening left by a roof hatch, made in the USA. It is the bolt-on series, intended for a new hatch installation: it bolts onto the curb counterflashing and does not penetrate the curb, so the roof membrane stays intact. Each kit ships with a self-closing, self-latching gate and is sized to a specific hatch, so order the size that matches yours.

Why the opening needs guarding

Under 29 CFR 1910.28(b)(3)(iv), an employee has to be protected from falling into a ladderway hole by a guardrail system with toeboards on the exposed sides, and the entrance to the hole needs a self-closing gate or an offset. The guardrail criteria are in 1910.29. That is the general-industry rule covering operations and maintenance; construction, alteration and repair work is covered instead by 1926 Subpart M, including when it happens inside an existing building. Confirm the final gate or offset configuration with your AHJ before ordering.

How does a bolt-on railing attach?

It bolts onto the curb counterflashing. Like the compression series it does not penetrate the curb, so the roof membrane is not broken. It is the fixed-size version, intended for a new hatch installation.

Bolt-on or compression-mount?

Neither penetrates the curb. The bolt-on RSHWB is fixed size, costs less, and is made for a new hatch installation; the compression RSHWC adjusts in width, length and height, which is what you want when retrofitting an existing hatch or one from another manufacturer.

Does it come with a gate?

Yes. The submittal specifies a self-closing, self-latching telescoping gate in every size, and the bolt holes set the top rail 42 in above the walking surface. OSHA 1910.28(b)(3)(iv) calls for a self-closing gate or an offset at the entrance to a ladderway hole, with the guardrail criteria in 1910.29. Confirm the installed configuration against your own AHJ.
