NFPA 241: Construction Site Fire Safety

NFPA 241 governs fire safety while a building is under construction, being altered, or being torn down. Here is what the 2022 edition asks of owners, general contractors, and crews, and where it lines up with OSHA and your locally adopted fire code.

Is NFPA 241 the law?

Not by itself. NFPA 241, the Standard for Safeguarding Construction, Alteration, and Demolition Operations, is a consensus standard. It becomes enforceable only where a jurisdiction adopts it, usually through NFPA 1, the International Fire Code, or the building codes (IBC, IRC, NFPA 5000). The IFC construction chapter, Chapter 33, references NFPA 241 for items it does not address directly, which is how the standard ends up written into most local codes.

It does not replace OSHA. The federal construction fire rules live in 29 CFR 1926 Subpart F (roughly 1926.150 through 1926.155), and 1926.24 puts an affirmative duty on the employer to run a fire-prevention program. NFPA 241 is the consensus standard that fills in the program detail. The two are complementary, and a well-run site works to both. NFPA 241 applies regardless of the building materials, and the site has to be safeguarded around the clock, not just during working hours.

Which edition: this guide reflects NFPA 241, 2022 edition. NFPA revises the standard on a multi-year cycle, so a newer edition may already be published, and jurisdictions adopt editions on a lag. Confirm which edition your AHJ enforces before you rely on a specific requirement.

Why this matters on your project: by NFPA's most recent multi-year averages, fires in structures under construction run to more than 4,300 a year, with about 5 civilian deaths, roughly 60 injuries, and on the order of $370 million in direct property loss. Leading causes include cooking, electrical distribution and lighting, and heating equipment, and residential structures under construction make up around three-quarters of these fires. The 2022 edition also added dedicated provisions for tall mass-timber and large wood-frame construction, a live concern as those methods scale up.

The fire prevention program and your FPPM

The center of NFPA 241 is a person, not a product. The 2022 edition requires the owner to designate a Fire Prevention Program Manager (FPPM), and many projects also name an alternate, with the authority to enforce the site fire prevention program and to coordinate with the fire department and the AHJ. The owner develops and maintains the written program; the general contractor and subcontractors follow it. If nobody has been named, that is the first gap to close.

The FPPM role commonly includes:

  • Hot-work permit oversight. Owning the permit system so cutting, welding, and torch work only happen under a signed permit with a fire watch.
  • Fire-watch documentation. Making sure watches are staffed, trained, and logged, including the post-work watch periods.
  • Impairment coordination. Tracking every planned or unplanned outage of a fire protection system and the temporary protection that covers it.
  • Daily inspections. Walking the site for accumulated combustibles, blocked egress, extinguisher placement, and housekeeping.
  • AHJ liaison. Serving as the point of contact for the fire marshal and building department.

Fire extinguishers required on the jobsite

NFPA 241 and the IFC require portable extinguishers, sized and placed per NFPA 10, at each stairway on floors where combustibles have accumulated, in each storage and construction shed, and at special-hazard areas. That layers on top of the federal minimum, which OSHA sets directly rather than deferring to NFPA 10.

The hard numbers you can plan against come from OSHA 1926.150(c):

  • A 2-A per 3,000 square feet. At least one extinguisher rated no less than 2-A for each 3,000 square feet of protected building area, with at least one on every floor and, in multistory work, one adjacent to the stairway.
  • 100-foot travel distance. No point of the protected area is more than 100 feet of travel from the nearest extinguisher.
  • A 10-B near flammable liquids and gases. A unit rated no less than 10-B within 50 feet of any spot using more than 5 gallons of flammable or combustible liquid, or more than 5 pounds of flammable gas.

A single multipurpose ABC unit rated 2-A:10-B:C is the workhorse on most sites, with ratings related to the OSHA 2-A and 10-B use cases, and it covers ordinary combustibles, flammable liquids, and energized electrical in one extinguisher. Clean agent for sensitive electronics on site

Long before a building is finished, parts of it fill with energized, expensive electronics: a server room or data hall under fit-out, the building management and controls room, electrical switchgear and elevator controls, and the MEP systems being commissioned. Multipurpose ABC dry chemical will put out a fire in those areas, but its powder is mildly corrosive and settles into boards, connectors, and drives, so a small fire near live equipment can turn into a much larger equipment-replacement bill.

For those rooms, stage a residue-free, non-conductive agent alongside the general ABC coverage. Halotron is a clean agent that discharges as a rapidly evaporating liquid, leaves no residue, and is safe on energized electrical equipment, which makes it the common choice for protecting sensitive electronics without cleanup or collateral damage. CO2 is a lower-cost residue-free alternative, with the usual thermal-shock and confined-space cautions in the smallest or most sensitive rooms. Hot work permits and fire watch

Hot work is where construction fires start, so NFPA 241 pins it down. Cutting, welding, grinding, and torch-applied roofing run under a hot-work permit system, performed per NFPA 51B, with a fire watch on the work. The permit forces someone to check the area, clear or shield combustibles, and stage extinguishing equipment before the torch lights.

The watch does not end when the work does. Current NFPA 51B calls for a post-hot-work fire watch of at least 1 hour, with additional monitoring where conditions warrant. Some OSHA materials and older practice cite 30 minutes, so confirm what your AHJ and permit require. NFPA 241 practice extends the watch to at least 2 hours after torch-applied roofing, because smoldering in roof insulation can take that long to show itself. A fire watch is also required:

  • During and after hot work, on the operation itself.
  • During non-working hours for construction more than 40 feet above the lowest adjacent grade, or where the aggregate area of a story exceeds 50,000 square feet, or as the fire code official requires.
  • While an automatic fire protection system is impaired and equivalent temporary protection is not otherwise in place.

Fire-watch personnel have to be trained in extinguisher use and have an approved means to notify the fire department. Cutting and welding also means compressed-gas cylinders on site, which have to stay upright, secured, and moved safely.

Temporary standpipes and water supply

A multistory frame with no water on the upper floors is a bad place to have a fire. NFPA 241 requires that a temporary or permanent water supply be available for firefighting as soon as combustibles start to accumulate, and that standpipes, where required or already existing, be maintained in conformity with construction progress and kept ready for use. A temporary standpipe stays in service until the permanent system is complete.

The IFC gives a trigger you can plan against. Once a building is high enough to require standpipes (commonly four stories or more), at least one construction standpipe is required. It has to be in place before construction rises more than 40 feet above fire-department access, and be extended to within one floor of the highest work level. Egress and temporary heating

Workers have to be able to get out. NFPA 241 requires that at least one usable, lighted exit stairway be maintained at all times, meeting NFPA 101, and that it be extended upward as each floor is installed. During demolition the same stairway has to be maintained for each remaining floor. Heating equipment, including temporary heaters, is one of the leading causes of construction fires. NFPA 241 requires temporary heating devices to be listed and labeled, secured against tipping, and kept at the proper clearances from combustibles. Salamander heaters set too close to framing, tarps, or fuel are exactly the pattern the data points to, so treat heater placement as a daily inspection item.

Impaired and temporary fire protection

Fire protection systems get turned off during construction, for tie-ins, testing, and phased occupancy. NFPA 241 requires that those impairments be managed and documented, and that temporary fire protection or a fire watch cover the gap while a system is down. The owner coordinates all on-site impairments so two trades do not each assume the other is watching the same offline sprinkler zone.

Site security, arson, and combustible waste

An open jobsite is a target. NFPA 241 treats trespass, vandalism, and arson as foreseeable, and requires that the site be safeguarded around the clock. Guard service is specifically required where combustible construction rises more than 40 feet above grade, the point at which an unattended fire becomes hard to reach and fight.

Housekeeping is fire prevention here. NFPA 241 requires that combustible waste be removed at the end of each work shift, or sooner, and that storage of flammable and combustible liquids be limited, located away from ignition and egress, signed, and kept in proper containers. Alteration and demolition specifics

NFPA 241 is not just a new-construction standard. Alteration and demolition carry their own requirements, because tearing a building down often means fighting a fire in a structure that is losing its protection systems piece by piece.

  • Preserve existing fire protection. Standpipes, alarms, and sprinklers stay in service and ready for use as long as practical during demolition, rather than being cut out at the start.
  • Keep a stairway for each remaining floor. As floors come down, a usable exit stairway is maintained for the floors still standing.
  • Control the utilities. Gas, electric, and other services are controlled or shut down through accessible, clearly labeled disconnects so a crew can isolate a hazard fast.

Your NFPA 241 jobsite checklist

A working summary of what an NFPA 241 site keeps in place. Match it against the edition your jurisdiction has adopted and your FPPM's program, and treat the items as daily inspection points, not a one-time setup.

  • The owner has designated a Fire Prevention Program Manager, and usually an alternate, with enforcement authority and a named AHJ contact.
  • A written fire prevention and site safety program is on site, and every trade has read it.
  • Extinguishers are placed per OSHA 1926.150(c) and NFPA 10: a 2-A per 3,000 sq ft, one per floor and adjacent to the stairway, a 10-B within 50 ft of flammable-liquid or gas use, plus units in sheds and special-hazard areas.
  • A hot-work permit system is running, with a trained fire watch and the right post-work watch times (at least 1 hour under current NFPA 51B, at least 2 hours after torch-applied roofing).
  • Temporary water supply and standpipes track construction progress and stay ready for use.
  • At least one usable, lighted exit stairway is maintained and extended upward as floors are installed.
  • Temporary heating units are listed and labeled, secured, and kept clear of combustibles.
  • Fire protection impairments are documented, coordinated by the owner, and covered by temporary protection or a fire watch.
